Can envy and the evil eye cause a marriage to be delayed, or is that a matter of divine decree?

Everything that occurs in the universe is by the decree of Allah the Almighty, and the believer lives courageously, confident that Allah is the Ordainer of provisions and life spans. The evil eye has an effect by the permission of Allah the Almighty, and this is indicated by the Quran and the Sunnah. Allah the Almighty has guided us to repel the evil of envy by seeking refuge in Him.
