Is it permissible to perform a marriage contract between a Muslim man and a Muslim woman, one or both of whom do not pray out of laziness and disobedience, not out of denial?

The scholars differed concerning the disbelief of one who abandons prayer out of laziness, and the preponderant opinion is that he is an absolute disbeliever. Therefore, it is not permissible to marry him, and he must be compelled to pray, either by execution for apostasy or as a legal punishment, or by imprisonment until he performs what has been enjoined upon him.
