Is the reason for the prohibition of alcohol intoxication, such that if there is alcohol that does not intoxicate, it would not be forbidden, knowing that there is alcohol in Western countries that contains no alcohol and has a zero percent alcohol content, and taking into consideration what was reported from Sheikh Ibn Uthaymeen that if alcohol does not intoxicate, then it is not alcohol, and what is the ruling on the alcohol found in America that was intoxicating and then had its alcohol removed through scientific industrial means?

"Khamr" (wine/intoxicant) is everything that intoxicates, whether it be from grapes, barley, or other sources. The proof for this is the Prophet's (peace be upon him) saying: "Every intoxicant is khamr, and every khamr is forbidden." It is forbidden to process khamr to remove its alcohol, due to Allah's (the Most High) saying: "So avoid it." Furthermore, the Prophet (peace be upon him) forbade turning khamr into vinegar, as he told Abu Talha regarding the khamr of orphans: "Pour it out." He (Abu Talha) said: "Shall I not turn it into vinegar?" He (the Prophet) said: "No." As for the ruling on drinking it after it has been processed, the correct view is that it is permissible if it was processed by someone who believes in the permissibility of turning it into vinegar, such as the People of the Book, because the cause for its prohibition is intoxication, and that has been removed.
