Is it permissible to describe Allah with the words: "Dweller of the Heaven" or "Dweller of the Throne"? And are these phrases considered kufr (disbelief) or haram (forbidden)?

The phrases "dweller of the heaven" (ساكن السماء) or "dweller of the Throne" (ساكن العرش) have not been reported in the Quran or Sunnah when referring to Allah, even though they have been narrated from some Tabi'in and scholars, such as Thabit Al-Bunani's narration about David (peace be upon him): "O Dweller of the Heaven," and Al-Ash'ari's saying: "O Dweller of the Heaven." However, some scholars deem this expression impermissible because it is not reported, as names and attributes are restricted to what is mentioned in religious texts. It is preferable to avoid this phrase for fear of implying that the heaven encompasses Allah, exalted be He above that, or of confusing Him with the dwellers of heaven, who are angels.
