Is it permissible to give expiation money to the two poor maternal aunts, since they are needy relatives, instead of feeding poor strangers?

Scholars have differed regarding the necessity of a specific number of needy persons for the expiation of an oath. The Hanafis and one narration from Ahmad are of the opinion that the number is not a consideration, while the majority of scholars stipulate feeding ten needy persons for the expiation of an oath, and sixty for the expiation of ẓihār (a pre-Islamic form of divorce) and fasting. This is the more preponderant opinion.

Accordingly, if the expiations require feeding sixty needy persons, and the number of your aunts' dependents reaches sixty, it is permissible to give them the expiations. It is preferable not to give it all at once to avoid disagreement among scholars.

However, if the number of your aunts' dependents does not reach sixty, but reaches ten, it is permissible to give them the expiations for oaths. If the number is less than ten, they should be given according to the number of their dependents, and the remainder should be given to other needy persons. It is not permissible, according to the majority of scholars, to give one needy person from the same expiation twice.

The same applies to the expiation for neglecting to make up for missed Ramadan fasts, where each year is treated as a separate expiation. And know that giving charity to relatives is better than giving it to others.
