Is it permissible to give the expiatory feeding of sixty needy people to someone who wants to marry and is in need of money, or to a charitable society for memorizing the Quran?

It is not permissible to give expiation (kaffarah) to a single needy person. Rather, what is obligatory is to give half a sa'a of dates, wheat, or rice to each needy person. It is permissible to give it to the aforementioned association if it is trustworthy, for them to distribute it to the needy.
