Is it permissible to form a committee from the town to destroy liquor and prostitution shops, and is it the right of the committee to pay compensation to their owners after repeatedly advising them and their refusal to comply, knowing that the state does not recognize Islamic rulings?

What is incumbent upon you is to strive to remove evil with wisdom and goodly exhortation, and to communicate with the righteous people in your country. As for forming committees to destroy shops and the like, it is not permissible for you as individuals to do so, unless the people of the country and its scholars gather and deem it appropriate.
