The Zakat must be disbursed immediately upon reaching the nisab and the completion of the hawl (one lunar year). It is not permissible to delay it except for a valid excuse, such as the absence of the money, or searching for the eligible recipients, or waiting for the collector dispatched by the ruler. If the Imam (ruler or his representative) does not request the Zakat, it is permissible to delay it in hope of the collector's arrival. If one despairs of his arrival, then one should distribute it oneself. Among the excuses is also the fear of harm from disbursing it, such as if the collector were to demand it again.
