What is the ruling on selling permissible cosmetics (in terms of ingredients) given the seller's apprehension that a woman who displays her adornment or a non-Muslim woman might use them in a forbidden manner, knowing that he cannot prevent the customer from purchasing?

Goods that can be used for both lawful and unlawful purposes are originally permissible to sell, unless the seller knows that the buyer will use them for an unlawful purpose. In that case, it is not permissible to sell to him, based on the words of the Almighty: {And do not cooperate in sin and aggression}. The seller is not obligated to ask the buyer about his intention. There is no difference in prohibiting the sale of these tools to those who display themselves immodestly, whether they are Muslim or non-Muslim women.
