Does the Hadith, "Whoever sleeps through a prayer or forgets it, let him pray it when he remembers it," apply to one who neglected prayer for years out of laziness, and is he required to make up those prayers or to perform many supererogatory prayers?

As for one who abandons prayer out of laziness and negligence, scholars have differed regarding his disbelief. The fatwa on this website is that he is a disbeliever and does not make up what he missed; rather, he repents and renews his Islam. The majority of jurists, however, hold that he must make up all the missed prayers.
