What is your advice to one who smokes and uses snuff in areas close to the Two Holy Mosques and secluded places?

Smoking and snuff are forbidden due to their severe harm, as the Prophet, peace and blessings be upon him, said: "There should be no harm nor reciprocating harm." This is due to the health, psychological, financial, and social damages they cause. Scholars have agreed on their prohibition. Those who consume them should be admonished and advised, both near the Grand Mosque and elsewhere, especially near the Grand Mosque, to magnify the rituals and sanctity of Allah.
