Is he who prohibits the marriage of a Muslim man to any Kitabiyyah (woman from the People of the Book) in our current era, justifying this by saying that most of them are polytheists, making what is lawful unlawful?

The statement that it is impermissible to marry a Kitabiyyah (a woman from the People of the Book) because she says her Lord is Jesus, and the one who cites the verse from Surat Al-Baqarah: {And do not marry polytheistic women until they believe}, is attributed to Ibn Umar. However, this statement contradicts the apparent meaning of the Quran, the consensus of the Companions, and the majority of scholars, as the verse from Surat Al-Baqarah was abrogated by His (Allah's) saying: {and the chaste women from among those who were given the Scripture before you}. The scholars have unanimously agreed on the permissibility of marrying the free women among the People of the Book.
