What is the ruling on destroying newspaper pages contaminated with oil or blood by wetting and rubbing them instead of burning them, and is it obligatory to bury the ashes of newspapers after burning them, and is it permissible to burn them in a place where cats pass?

It is permissible to dispose of the ashes resulting from burning papers that contain the name of Allah or the Qur’an anywhere, and there is no obligation to revere them. Uthman ibn Affan commanded the burning of surplus Mushafs, and some of the Salaf did likewise. The passing of cats over the ashes does not cause any harm. However, it is necessary to ensure that the letters have completely vanished after burning. If they remain visible, then the paper must be crushed and pulverized until it turns into ashes or the image of the letters completely disappears.
