How is "accord" to be achieved with "He" from His saying, "And He is evil for you"?

Stopping at "wa huwa" (and he): For those who read with a dammah on the 'ha' (وهُوَ): The 'waw' is made quiescent with an accompanying prolongation (madd). For those who read with a sukoon on the 'ha' (وهْوَ): Both the 'ha' and the 'waw' are made quiescent together. This is not considered an encounter of two quiescent letters because the second sukoon is incidental due to stopping.

Stopping at "wa huwa" should only occur in cases of necessity, as it usually functions as a subject (mubtada'). It is not permissible to stop between the subject and the predicate (khabar) by choice.

The reciters who make the 'ha' quiescent are: Qaloon, Abu 'Amr, Al-Kisa'i, and Abu Ja'far. The rest of the reciters read with a dammah.
