Is it permissible to complete the Hajj amount from the monthly allowance received from social welfare, knowing that this money is heard to be from charities and zakat?

You are permitted to complete the expenses for Hajj from the money you receive from the aforementioned entity. Once you take possession of it, you become its complete owner, and you may dispose of it as you wish. The fact that it is sadaqah (charity) or zakat does not prevent you from performing Hajj with it, as long as you have taken ownership of it based on your entitlement.
