The answer

The first to clothe the Kaaba was Tubba' al-Akhir al-Yamani (As'ad al-Himyari). It used to be clothed with Coptic fabrics, then with striped Yemeni cloaks (burd). The first to clothe it with brocade was Al-Hajjaj ibn Yusuf Al-Thaqafi.
