Who has more right to lead the people in Tarawih prayer: a Hafiz of the Qur'an who does not recite well, or one who recites very well but has not memorized the entire Qur'an?

The one with less memorization is given precedence if he recites correctly. As for someone who does not recite well, it is not permissible for him to lead someone who recites well. However, if the two are equal in recitation and the one with less memorization is more proficient, then he is given precedence, because the Prophet, peace and blessings be upon him, said: "Whoever recites the Quran and articulates it, for him are ten good deeds for every letter. And whoever recites it with mistakes, for him is one good deed for every letter."
