The answer

It has previously been clarified that for a woman to go out in trousers alone, without a jilbab, is impermissible, because it does not achieve the prescribed Islamic covering (satr). Covering the head is obligatory in all circumstances and it is not permissible to abandon it. A deficiency in part of the covering does not nullify another part. A woman who covers her head while wearing trousers is better than one who goes out unveiled. If you used to go out in trousers out of ignorance, there is no blame for what has passed, and you must adhere in the future to the regulations of the prescribed Islamic covering.
