Is it permissible for someone suffering from chronic flatulence to wipe over his khuffs if he put them on without wudu’, knowing that he performs wudu’ for every prayer after the time for it has begun?

Wiping over the leather socks (khuffayn) is permissible for those with excuses, such as a person suffering from سلس (incontinence), who may wipe over them for every prayer for one day and one night if resident, and three days and nights if traveling. This is on condition that they were worn after a complete ablution (wudu'), and the involuntary passing of wind, which the person cannot control during ablution, does not affect this permission.
