Justice between wives in terms of division (of time/resources) is obligatory, except when traveling, in which case the duration of the trip does not need to be compensated for the wife who remained at home. However, if the traveler stays in a country for a long period, he must compensate for the duration of his stay. If a wife travels to her family with her husband's permission, the prevailing opinion is that her right to division (of time/resources) is forfeited. It is definitely forfeited if her travel is without an excuse. As for the condition that she travels to her family every year, it is a valid and binding condition according to the Hanbalis. If the husband fails to fulfill it, the wife has the right to annul the marriage. Fulfilling it is recommended according to the Hanbalis and obligatory according to Sheikh al-Islam Ibn Taymiyyah. It is proper to fulfill a promise unless it involves disobedience, such as a woman traveling without a mahram.
