Standing at Arafat is a pillar of Hajj. Therefore, whoever misses standing at Arafat before the dawn of the Day of Sacrifice has missed Hajj, by the consensus of scholars.

Whoever misses Hajj (and did not stipulate at the time of that he would exit ihram if prevented) is required to do four things: 1. Exit his state of ihram by performing . 2. He must perform Hajj in the following year, even if it was a supererogatory Hajj. 3. Slaughter a sacrificial animal (hady) along with the make-up Hajj. 4. Repent, if his delay was without a valid excuse.

These rulings do not differ between the excused and the unexcused, but the excused person does not incur sin, unlike the unexcused.
