Why did Allah Almighty say: {So He completed them as seven heavens} and not "He completed it," and {from it are verses [that are] precise - they are the foundation of the Book} and not "it is the foundation of the Book"? And why did the Messenger of Allah, peace and blessings be upon him, say: {And between them are doubtful matters that many people do not know} and not "does not know it"?

There is a disagreement regarding the pronoun in His (the Most High) saying: (He fashioned them) [Qur’an 2:29]. Some say it is an ambiguous pronoun clarified by (seven heavens), while others say it refers to 'heaven' in the generic or plural sense. If it refers to 'heaven' in the plural, it corresponds to its clarifier, which is permissible in the Arabic language, similar to (They are the Mother of the Book) [Qur’an 3:7] and (He knows them not) [Qur’an 2:255]. For plural of abundance (jam' al-kathrah) for non-rational beings, the singular form is preferred, and for plural of paucity (jam' al-qillah), concordance is preferred; both are permissible.
