Shortening the garment to mid-calf is recommended, and there is no dislike in extending it to the ankles. The Prophet, peace and blessings be upon him, did this; he would wear his izar (lower garment) with its front edge resting on the top of his foot and its back raised, such that it did not reach the ankles. If a person is in a country where its people wear long garments, it is better for him to only raise it above the ankles, so that he is closer to gaining people's acceptance of the Sunnah, further from repelling them from it, and freer from ostentation (shuhrah). The Salaf (pious predecessors) said that shuhrah can occur in shortening the garment, just as it occurred in lengthening it in another era. A Muslim should dress in the manner of the people of his country as long as it is not sinful, for differing from people in their dress is a form of shuhrah. If the virtue of shortening the garment to mid-calf conflicts with the dislike of shuhrah and deviating from people's customs, then averting harm is prioritized over gaining benefit.
