Regarding women being among the next of kin (Awliya' al-Dam): There is no specific text mentioned concerning this, but the preponderant view is that the right to retribution (Qisas) or forgiveness (Afw) transfers to all heirs of the slain, men and women, adults and minors, as mentioned by Ibn Qudamah.

As for a woman's blood money (Diyah): It is half of a man's blood money by the consensus of the scholars. Only Ibn 'Ulayyah and al-Asamm dissented from this, and consensus is the third source of legislation after the Qur'an and the Sunnah.
