Is minor obsessive whispering a divine decree or a satanic act with God's permission?

Satan whispers in the hearts of people by Allah's universal, predetermined will, as Allah Almighty said: "And thus We have made for every prophet an enemy - devils from mankind and jinn, inspiring to one another decorative speech in delusion." It is incumbent upon the Muslim not to surrender to his whispers, but rather to seek refuge in Allah from his evil and not to succumb to them.
