Is it permissible to combine two prayers due to mud resulting from rain in a small, unpaved village where walking is difficult?

Combining two prayers due to mud is permissible according to many scholars, including Malik. The Qadi believes it is an excuse due to the hardship it causes to footwear and clothing. Ibn Qudamah has favored its permissibility. Sheikh Ibn Uthaymeen holds that combining prayers for mud is permissible between Dhuhr and Asr, and Maghrib and Isha, when hardship is present.
