What should someone do who suffers from madhy (pre-ejaculatory fluid) discharge upon waking, which often continues until Fajr prayer, and usually stops after relieving himself, and is it sufficient for him to sprinkle water on his clothes instead of changing them daily?

The summary of the Fatwa: Madhy (pre-seminal fluid) necessitates washing the male organ and the affected area of the body, and sprinkling water on the clothes that it soiled. Wudu (ablution) is not valid until its discharge stops, unless its discharge is continuous and one fears missing the prayer time, in which case he should take precautions (by wearing a barrier) and pray according to his condition.
