Is a state considered Islamic by applying God's law, even if the number of Muslims in it is small, whereas a state that applies man-made laws is considered Muslim only if the majority of its people are Muslims?

A land whose majority inhabitants are disbelievers, and they have power and dominance in it, and their slogans prevail therein, is not called a Land of Islam, even if its rulers govern in accordance with Islamic Sharia. As for an Islamic state, it is one where commands and prohibitions are for the people of Islam, and they have dominance and power in it, even if some sins appear in it or some conflicting laws are found therein.
