How is the Hadd penalty of lashing carried out Islamically, and what is the tool used for it?

The un-محصن (non-married) fornicator is flogged one hundred lashes, the slanderer eighty lashes, and theaker forty lashes. The flogging should be with a medium-sized whip, neither new to cause injury nor old to diminish the pain. The flogger should neither raise his hand too high nor lower it too much. When the حد (prescribed punishment) is carried out on a woman, she should be seated and veiled. The drinker may also be flogged with sandals or edges of garments.
