What is the relationship of the verse "until when Gog and Magog are let loose, and they swiftly swarm from every mound" (96) from Surat Al-Anbiya with the verses preceding it and those succeeding it?

The exegetes differed regarding the meaning of the verse. Some interpreted it to mean that those who are destroyed will not return to life before the Hour is established. Among its signs, they mentioned the emergence of Gog and Magog, and the resurrection is mentioned in the verse that follows it. It was also said that what is meant by "returning" is repentance, and these people will try to repent when the Hour is established, but it will not benefit them then.
