Is it religiously permissible to use a garage belonging to a mosque as a café, and is it religiously acceptable to install a satellite dish for this café on the roof of the mosque or one of its facilities?

Mosques are built for the remembrance of Allah, prayer, and recitation of the Qur’an. Therefore, they should be kept free from anything that disturbs their congregants, such as cafes and satellite dishes, which often serve as gathering places for the foolish and are prone to clamor, disturbance, and the propagation of forbidden acts. This constitutes a lack of respect for the mosque. It is imperative to keep the mosque far removed from the vicinity of places of amusement and corruption.
