Is it permissible to complete reading a Quranic surah while stopped at a traffic light when going to work?

Reciting the Quran is among the best acts of worship, and there is no impediment to doing so while driving. Completing a surah that you began reciting at night while driving and on the way to work is the best use of time. However, if the recitation involves reading from the Mushaf (physical copy of the Quran) while the car is in motion, it is not permissible due to the potential harms that could result.
