Masturbation is forbidden whether in Ramadan or outside of it. And whoever masturbates during the day in Ramadan until he ejaculates, has invalidated his fast and must make up for that day, along with repentance and seeking forgiveness. He is not required to offer expiation, according to the more preponderant opinion.
