What is the ruling on begging, especially in mosques?

Allah praised the modest poor by saying: "˹Charity is˺ for the poor who are constrained in the cause of Allah, unable to move about in the land. The ignorant would think them rich because of their modesty. You recognize them by their features. They do not beg importunately of people." (Al-Baqarah: 273). Islam condemned greed and begging. The Prophet (peace and blessings be upon him) said: "Begging will continue to be with one of you until he meets Allah Almighty with no piece of flesh on his face." Begging is not permissible except for three types of people: a man who has taken on a debt [to reconcile disputes], or one whose property has been destroyed by a calamity, or one who has been afflicted by severe poverty attested to by three people from his community. Anything other than that is unlawful gain. So, whoever falls into these categories is permitted to beg; otherwise, it is not permissible for him to ask people, and the sin increases if it is done in the mosque.
