How should one deal with someone who practices begging as a profession?

Islam generally condemns begging from people and encourages asking from Allah. The Prophet, peace and blessings be upon him, said: "A man keeps on begging from people until he comes on the Day of Resurrection with no flesh on his face." And Allah, the Almighty, says: "For the poor who have been restricted for the cause of Allah, unable to move about in the land. An ignorant person would think them self-sufficient because of their restraint. You would recognize them by their mark; they do not ask people importunately." And the Prophet, peace and blessings be upon him, specified three types of people for whom begging is permissible: "one who is afflicted by dire poverty, or by a crushing debt, or by a disaster." If the beggar is one of those who fit these descriptions, then what is possible should be given to him, or he should be turned away with a kind word, as Allah, the Almighty, says: "And as for the beggar, do not repel [him]."
