Is it permissible to refrain from helping someone who habitually and insistently asks for money, claiming it is for orphans, knowing that he does not give it to them, and would doing so be considered a sin?

Islam condemns begging and encourages self-sufficiency, urging people to present their needs to Allah. Begging is not permissible except for three types of individuals: one in extreme poverty, one burdened by crippling debt, or one afflicted by a devastating calamity. A person who combines the evils of severe disobedience to parents, lying, and unjustly consuming the wealth of orphans should not be entrusted with anything to deliver to others. Instead, he should be given only what he himself needs. Furthermore, giving to the poor who maintain their dignity is more deserving.
