Should one report beggars who are not in need to stop them, and should they be prevented from begging?

Begging is not permissible except for three types of individuals, as clarified by the Messenger of Allah, peace and blessings be upon him, in the حديث of Qabīṣah: a man who has taken on a debt [to reconcile people or for a good cause], a man whose property has been destroyed by a calamity, and a man who has been afflicted by poverty to the extent that three people from his community testify to it. Anything beyond these cases is unlawful gain. Begging is fundamentally forbidden except in cases of dire necessity or significant need. Therefore, if it is known that the beggar is asking without need or is able to earn a living, one should not give charity to him. It is preferable to conceal his situation and advise him to abandon begging, clarifying its prohibition. If advice proves ineffective, then it becomes obligatory to prevent them by informing the relevant authorities, because in this situation, begging is an evil that must be eradicated.
