Does the delay in approving travel leave after performing Istikhara prayer mean that there is evil in the travel, or is it a normal matter due to work circumstances?

Istikhara (guidance-seeking prayer) is recommended when embarking on a matter where the right course of action is unclear. The person performing Istikhara should then proceed with whatever their heart feels inclined towards. If they act contrary to what their heart is inclined to and do something they are not comfortable with, there is no sin upon them, for whatever they do after a legitimate Istikhara is good. Its ultimate purpose is for Allah to facilitate for the servant what is good for them and to distance evil from them. Therefore, a Muslim should feel reassured that whatever has been decreed for them is good.
