Is it permissible for a pilgrim to pray the two rak'ahs of Tawaf outside the Sacred Mosque, and when may one who is unable to offer a sacrifice exit his state of ihram, and when do the pilgrim performing Hajj and the one performing Umrah cease the Talbiyah?

1. The two rak'ahs of tawaf are prayed behind the Maqam, and if that is not possible, then anywhere in the Grand Mosque. It is permissible to pray them outside the mosque during times of crowding.

2. Whoever among the Qarin and Mutamatti' is unable to offer the Hady (sacrifice) must fast for ten days: three during the Hajj and seven after returning to his family. The first stage of 'tahallul' (exiting the state of ihram) is achieved by performing two of the following: stoning Jamrat al-Aqaba, shaving or shortening the hair, and performing Tawaf al-Ifadah. The greater tahallul is achieved by Tawaf al-Ifadah. The greater tahallul does not await the fasting of the seven days after returning.

3. The pilgrim's talbiyah is cut off when stoning Jamrat al-Aqaba, and there is a difference of opinion as to whether it is cut off with the first pebble or the last. As for Umrah, the talbiyah is cut off upon starting the tawaf.
