What is the ruling regarding some people saying "Al-Fatihah" after finishing the recitation of the Qur'an, and is that considered an innovation (bid'ah)?

The hadith (definition) narrated by Ibn Abbas regarding "al-hal al-murtahal" (the one who starts anew after finishing) is weak. Some scholars and reciters understood it to mean reciting Surat Al-Fatiha and verses from the beginning of Surat Al-Baqarah upon completing the Quran. However, this understanding and practice have been refuted by some scholars who considered it an innovation, asserting that the intended meaning of the hadith is something else, such as moving from one task to another to complete it.
