Does the hadith "Whomever Allah wills good for, He afflicts him with one who wrongs him" abrogate the sacred hadith "O My servants, I have forbidden injustice for Myself and made it forbidden among you, so do not commit injustice against one another"?

It was not reported from the Prophet, peace and blessings be upon him: "Whoever Allah intends good for, He will subjugate someone to oppress him." Rather, it is a statement attributed to Al-Fudayl ibn Iyad with the wording: "If Allah, the Mighty and Majestic, wishes to love a servant, He will subjugate someone to oppress him." Allah has forbidden oppression upon Himself and made it forbidden among His servants. He is not described as being deficient in fulfilling the rights of His servants, and He tests for wisdoms that He knows best. A believer must not object to the actions of Allah.
