What should I do to pay off my debts after becoming involved in borrowing from usurious banks, and is it permissible for me to borrow again, knowing that Islamic banks have not yet opened in my country?

You must seek refuge in Allah Almighty, for He answers those who call upon Him and does not disappoint those who hope in Him. Among the supplications that help in repaying debt and removing worries are: 1. A supplication taught by the Prophet, peace and blessings be upon him, to Abu Umamah: "O Allah, I seek refuge in You from anxiety and sorrow, and I seek refuge in You from inability and laziness, and I seek refuge in You from cowardice and stinginess, and I seek refuge in You from the burden of debt and the oppression of men." 2. A supplication taught by the Prophet, peace and blessings be upon him, to Ali, may Allah be pleased with him: "O Allah, suffice me with Your lawful provisions against Your unlawful ones, and enrich me with Your bounty, so that I need no one but You."

Furthermore, piety towards Allah Almighty eases affairs, provides sustenance, and relieves worries, as Allah the Most High says: "And whoever fears Allah - He will make for him a way out And will provide for him from where he does not expect" and "And whoever fears Allah - He will make for him ease in his affair."

As for borrowing with usury, it is forbidden and not permissible except in cases of necessity that are recognized by Sharia (definition). Necessity is that which, if not addressed, would lead to harm to oneself or one's wealth. Acquiring luxuries or upgrading a business is not considered a necessity that permits usury. Therefore, seek lawful means to fulfill your needs, and fear Allah, and He will ease your affairs for you.
