Is it permissible to eat, give in charity, and perform Hajj from the government aid provided to residents in Britain?

There is no harm in taking aid, benefiting from it, and spending from it in the way of Allah, for Hajj, or similar good deeds, as long as the taking is out of need and there is no knowledge that the aid itself was acquired through unlawful means. However, it is preferable to refrain from it because it entails a favor from the enemies of Allah. It is not permissible to take it if they oblige the beneficiary to commit a forbidden act in return, or if one feels affection for them or an inclination towards their religion.
