How does Satan whisper to the jinn when he is one of the jinn?

The exegetes differed in their interpretation of the Almighty's saying: "who whispers into the breasts of mankind, among jinn and among men." Some said that it clarifies the people into whose breasts whispers are cast, meaning that those who are whispered to are of two kinds: jinn and humans. Ibn al-Qayyim weakened this view due to the absence of evidence that a jinn whispers to a jinn. Ibn al-Qayyim favored the view that "among jinn and among men" is a clarification of the whisperer, and that they are of two types: humans and jinn. So, the jinn whispers to humans, and humans whisper to humans. The whispering of the jinn-devil to a jinn is not accepted, and it is from the unseen, which cannot be known except through a text from revelation.
