Is it permissible for the preacher to deliver the two Friday sermons in Arabic, then explain them in Kabyle (Amazigh) after the first call to prayer, and then stand on the minbar after the second call to prayer and perform what is customary? If not, what is the Sunnah regarding Friday prayer?
The majority of scholars are of the opinion that the khutbah (sermon) must be delivered in Arabic, even if the congregants do not understand it. This is because it is an obligatory remembrance (dhikr mafrood) for which Arabic is a condition, similar to the tashahhud (testification of faith) and the takbirat al-ihram (opening takbir in prayer). Furthermore, the Prophet, peace and blessings be upon him, used to deliver his sermons in Arabic. The Hanafis, however, do not consider it a condition. The Islamic Fiqh Council (Majma' al-Fiqh al-Islami) holds this latter view. What the people of the questioner's country do, which is delivering the sermon in Arabic and then translating it afterward, is the most cautious and safest approach, as it allows the congregants to understand its content.
