Is it better to attend study circles and mix with people, even if the harm mentioned in the Hadith is envy, due to the presence of someone believed to be an evil eye-caster and envier who harms the questioner?

To deal with an envious person and protect oneself from their evil, it is recommended to recite the Mu'awwidhat (Surahs Al-Falaq and An-Nas) and the prescribed supplications, such as "Bismillahil-ladhi la yadurru ma'as-mihi shai'un fil-ardi wa la fis-sama'i (In the Name of Allah, with Whose Name nothing on earth or in the heaven can cause harm)." One should also forgive and pardon the envious person and avoid provoking their grudges. Furthermore, it is advised to maintain obedience to Allah, establish prayer, and give zakat. It is also recommended to avoid flaunting blessings before the envious person and to say "Ma sha' Allah la quwwata illa billah (What Allah wills [has come to pass]; there is no power except with Allah)" upon seeing anything admirable, even regarding oneself and one's family. Finally, one must rely on Allah and avoid the obsessions of envy and the evil eye.
