What is the ruling of Islamic law regarding a man who refuses to send money for his wife's expenses and threatens her with a "house of obedience" (bayt al-taa'a) and marrying another, unless she stays in his parents' house during his absence, despite a prior agreement and the availability of independent accommodation, and the refusal of the wife's family for her to stay in the husband's parents' house?

It is the wife's right to live in a dwelling separate from her husband's family, and she is not obligated to serve them. She has the right to refuse living with them due to potential harm or invasion of her privacy, and this is the view of the majority of jurists. There is no difference whether the husband is present or absent, unless there is a danger in her living alone, in which case she must ask one of her mahrams to stay with her or reside with her family. Obedience to the husband takes precedence over obedience to parents when there is a conflict. The husband is advised to understand his wife's right to separate housing, and to ask her family to have one of them accompany her or allow her to stay with her family during his absence, while she visits his parents occasionally.
