Is the prohibition of imitating the disbelievers in dress dependent on intention, or merely on the occurrence of imitation, and is the first person to wear a garment originally from the disbelievers, which then spread among Muslims, such as suits and jeans, sinful?

The prohibited imitation occurs merely by similarity in appearance and does not require intention. The Prophet, peace and blessings be upon him, forbade praying at sunrise and sunset, praying behind a seated imam, prostrating to Allah in front of a person, and praying towards anything worshipped besides Allah, in order to completely block the path of imitation, even if there was no intention to imitate disbelievers. Accordingly, the ruling on the prohibition of clothing revolves around the cause of imitation. Whenever imitation is found, the clothing is prohibited, and whenever it ceases, the prohibition ceases. Therefore, any clothing that is specific to disbelievers and is a symbol for them is forbidden to wear. However, what is not like that is not forbidden unless its wearer intends to imitate them. It is more preferable for a Muslim to avoid wearing anything that has the suspicion of imitating disbelievers.
