The Shafi'i school, in one opinion, holds that the order is considered deserving (mustahaqq), meaning that whoever performs istanshaq before madhmadha will have the istanshaq counted but not the madhmadha. However, the ablution is not invalidated because what was omitted is a sunnah. As for the opinion of commendability, all actions are counted.
