What is the ruling on reciting the litany (wird) that contains "And if there were a Qur'an by which mountains could be moved or the earth could be cut asunder or the dead could be spoken to" for the fulfillment of a need, and is its recitation considered an act of disbelief (kufr)?

This statement is not a supplication (du'a) because it contains no question or request, and it is meaningless. To adopt it as a regular devotion for worship is an innovation (bid'ah) because it is meaningless speech. The one who utters it does not commit an act of disbelief (kufr) unless they intend to distort the verses of the Qur'an. Indeed, some of its phrases appeared in the verse: (And We certainly gave Moses the Scripture, so do not be in doubt over his meeting. And We made it a guidance for the Children of Israel.)
